Expanded Learning Opportunities Program

The San Mateo-Foster City School District (SMFCSD) is proud to offer the Expanded Learning Opportunities Program (ELO-P) to eligible students in Transitional Kindergarten through 6th grade. This program is funded through the State of California to provide high-quality before-school, after-school, and summer enrichment opportunities that go beyond the regular school day.

The ELO-P supports the whole child, academically, socially, emotionally, and physically, through engaging, hands-on learning experiences that complement, but do not replicate, the regular school day.

Ed Code Reference: EC § 46120(a) – Priority Population

Funding and program access are prioritized for “unduplicated pupils” as defined in EC § 2574(b)(1)—including English Learners, students from low-income families, and foster youth—as well as students with disabilities.

Eligibility & FAQs

The Expanded Learning Opportunities Program (ELO-P) is available to students in transitional kindergarten (TK) through 6th grade. In accordance with California Education Code § 46120, priority enrollment is given to unduplicated pupils, meaning students who:

  • Qualify for free or reduced-price meals, or are directly certified for meal benefits
  • Are identified as English learners
  • Are in foster care
  • Are experiencing homelessness
