The San Mateo-Foster City School District receives Federal Title I funding on the condition that we adhere to the state standards identifying what a child should know for each grade level and be able to meet proficiency levels in English-Language Arts and Mathematics.  Each spring, students will take the newly implemented Smarter Balanced Assessment under the state testing program called California Assessment of Student Performance and Progress (CAASPP).  Student progress toward meeting proficiency in the Common Core State Standards will be determined by the state using performance levels that are still to be determined by the California Department of Education (CDE).

Title I schools or districts that do not achieve the state and federal benchmarks for two successive years are identified as Program Improvement (PI). The status of all California schools is posted on the CDE Web site. Under the new legislation- the Every Student Succeeds Act (ESSA)- Program Improvement transfers are no longer a part of Title I improvement guidelines.  Students who are at school sites as a result of a PI transfer, can remain at that site until the highest grade of the school (continuing the NCLB guidelines). No new program improvement transfers will be accepted.
