Initial ELPAC

The Initial English Language Proficiency Assessments for California (Initial ELPAC) helps schools understand a newly enrolled student’s current English language skills in listening, speaking, reading, and writing. It is given when a language other than English is indicated on the Home Language Survey and helps determine whether a student may benefit from additional language support at school.
The Initial ELPAC is not a pass or fail test. Instead, it provides schools and families with information about a student’s current level of English development so that appropriate support can be provided from the beginning of their educational journey. Summative ELPAC

Reclassification
Reclassification is an important milestone for multilingual learners. It recognizes when a student has developed the English language skills needed to fully participate in academic learning without additional language support.
To be reclassified as Fluent English Proficient (RFEP), students meet multiple criteria, including ELPAC performance, reading and writing skills, teacher input, and parent consultation. These measures ensure that students are prepared to succeed as they transition out of English learner services.
Throughout the year, families receive information about reclassification and their child’s progress toward this goal. This section provides a clear overview of the process, expectations, and resources so families can understand the criteria and support their child every step of the way.
Multilingual Learner Journey
Every multilingual learner follows a unique journey as they build their English language skills over time. This journey begins with the Initial ELPAC and continues as students grow in listening, speaking, reading, and writing through daily learning and support at school.
Throughout the year, families receive information about their child’s progress, including opportunities to learn more about ELPAC results, program placement, and next steps. This section brings those resources together in one place, so families can access information, revisit key materials, and stay connected to their child’s learning at any time.
As students develop their skills, they take the Summative ELPAC each year to measure progress and work toward reclassification. With consistent support at school and at home, students build the language skills they need to succeed academically, while families remain key partners throughout the entire process.
