
Facilities Master Plan

At the Thursday, January 22nd regular Board meeting, the San Mateo–Foster City School District Board of Trustees reaffirmed their commitment to addressing long-standing facility needs across the district by formally adopting the updated 2026 Facilities Master Plan. During the meeting, the Board also began discussion about potential next steps, including whether a future school facilities bond measure should be considered by voters.
SMFCSD | 2026 Facilities Master Plan
The Facilities Master Plan was adopted following its initial presentation as a draft at the December 11th regular Board meeting and a multi-stakeholder engagement process that began in September 2025. The plan provides a comprehensive, site-by-site assessment of the District’s school facilities and identifies significant unmet needs across all schools. Many needs stem from buildings constructed decades ago that were not designed to meet today’s instructional, safety, or accessibility standards.
Across the district, the plan documents the need for:
- Replacement of aging infrastructure, such as roofs, windows, fire alarms, and electrical systems
- Modernization of classrooms, labs, libraries, and learning spaces to support science, technology, engineering, math, arts, and career technical education
- Removal and replacement of aging portable classrooms
- Improvements to campus safety, accessibility, and emergency communications
- Updates to support energy efficiency and long-term operational sustainability
The Facilities Master Plan serves as a long-term, fiscally responsible roadmap. However, implementation depends on identifying local funding sources. The Board discussed the possibility of returning at a future meeting to further explore a potential bond measure, including the option of placing a measure on a future election ballot, such as November. No final action or decision has been taken at this time.
If a bond measure were to be brought forward in the future and approved by voters, it would fund projects aligned directly with the priorities identified in the 2026 Facilities Master Plan and would be subject to strict fiscal accountability requirements under Proposition 39.
By law:
- All funds must be spent locally and only on voter-approved projects
- Annual independent financial and performance audits are required
- An independent Citizens’ Oversight Committee would review expenditures
- No bond funds may be used for administrator salaries or daily operating expenses
The District will continue sharing information with families, staff, and community members as the Board’s discussions continue and will provide updates ahead of any future Board action.
