
2020 Facilities Master Plan

On July 30, 2020, the SMFCSD Board of Trustees adopted the 2020 Facilities Master Plan, concluding more than a year of work identifying and analyzing facility needs across all schools and key District sites such as the Central Kitchen and District Office. Developed with input from staff, site leaders, and community stakeholders, the 2020 Facilities Master Plan serves as a roadmap for the next decade, guiding modernization, safety improvements, and infrastructure upgrades. Its purpose is to ensure that all students and staff have safe, healthy, and well-equipped facilities that fully support teaching and learning.
School Community Input
Input was sought from school communities in meetings held in January and February 2020 and through a Facilities Needs Survey that was made available to all staff, parents and students. After all facilities needs were identified, School Teams comprised of parents and staff made recommendations for their respective school sites about their immediate facility needs.

Immediate Facility Needs
District staff and Aedis Architects developed the new 2020 Facilities Master Plan, consolidating Districtwide and site-specific needs and creating cost estimates for each project. The 2020 FMP identified over $850 million in facility needs over the next decade, with $450 million in Immediate Needs prioritized for funding when secured. The Board of Trustees adopted the “Master Plan for the New Decade,” emphasized its importance, and thanked participants, noting it may be the first facilities master plan created through both in-person and virtual meetings. Funding the Facilities Master Plan
The SMFCSD's Board of Trustees placed a bond measure for $409 million on the November 2020 ballot to provide the major funding for the Immediate Priorities in the 2020 Facilities Master Plan. The bond measure, Measure T, passed with a 64% yes vote, substantially more than the minimum 55% yes vote needed. In March 2021, the first of several bond sales was held to fund the projects that are in the implementation or planning phases now.
