The State of California mandates that all students who are identified as “English Learners” (students who speak another language and have limited proficiency in English) must be provided language support called English Language Development (ELD). This support is determined by the student’s language proficiency level on the California English Language Development Test (CELDT) each year and their academic need.  Schools develop their plan for supporting English Learners in their Single Plan for Student Achievement (SPSA) each year.
